Read It!
Chuck Arendt writes about the food he eats. He shares his experiences on the Internet. When he eats out, he
takes two to four pictures of his meals to go with his writing. He takes them quickly. But some restaurants do not
allow customers to take pictures of their food. The flash disturbs other diners. Some writers take 20 shots of one
dish. Arendt said that he understands "no flash" rules. He knows that some people take things too far.

To bother a person means to distract/disturb the person or be a source of inconvenience to them. As used in the text above, restaurants have it in their rules that photographers do not use flash when they take pictures of their meals because they believe that that would be a source of disturbance for their customers.

This rule was understood by the photographer Chuck Arendt and that was why he desisted from using flash when he photographed food at the restaurants.
